Daniel Pauly est l’un des plus grands spécialistes au monde de la biodiversité marine et de sa protection. Il a conduit des recherches importantes sur l’impact de la surpêche, dans toutes ses dimensions (écologiques, sociétales, économiques, …), et fut le premier a remarquer que si les prises totales diminuent peu quand les stocks de certaines espèces s’effondrent, c’est que l’on pêche de plus en plus loin, de plus en plus profond, de plus en plus d’espèces et de plus en plus bas dans la chaîne trophique (« Fishing down marine food webs », publié dans Science en 1998). Ses travaux ont abouti à la mise en place de Fishbase, une base de données mondiale sur la biologie et l’écologie des poissons, qui est aujourd’hui utilisé par de très nombreux chercheurs, gestionnaires de pêches, et acteurs de la conservation. Il a également lancé le projet Sea Around Us qui effectue la synthèse des prises de pêche sur tous les océans afin de mieux comprendre l’impact de la pêche sur écosystèmes marins mondiaux et de pouvoir offrir des solutions aux différentes parties concernées par la pêche.
Récemment, il est intervenu auprès du Parlement Européen pour sensibiliser les élus aux conséquences de la réforme de la politique commune de la pêche sur les ressources halieutiques mondiales. Daniel Pauly a reçu le prix international Cosmos en 2005, le Volvo Environment Prize en 2006, le Excellence in Ecology Prize et le Ted Danson Ocean Hero Award en 2007 et le Ramon Margalef Prize in Ecology and Environmental Sciences en 2008.

Tous les trois ans depuis 1997, le Forum Mondial de l'Eau mobilise les imaginations, les innovations, les compétences et les savoir-faire, pour faire avancer la cause de l’eau.
Il rassemble tous les acteurs autour des enjeux actuels - aussi bien locaux que régionaux ou mondiaux - qui ne peuvent se traiter qu’avec toutes les parties prenantes réunies dans un cadre commun, avec des objectifs partagés.
L'objectif du 6ème Forum Mondial de l'Eau est de relever les défis auxquels notre monde est confronté, et d’agir afin que l’eau se retrouve en tête des agendas politiques.
Il n'y aura pas de développement durable tant que les questions de l'eau resteront non résolues.
Partout sur la planète, pour toutes et pour tous, le droit à l'eau (reconnu par 189 États au sein de l'ONU, il y a un an) doit être garanti et mis en œuvre.
Ceci est notre première priorité. Mais au total, notre Commission thématique a développé 12 priorités d’action et 3 conditions de succès.
Notre Commission régionale a également défini des priorités et objectifs pour l'Afrique, l’Amérique, l’Asie-Pacifique, l’Europe et 2 régions intercontinentales.

Motivation: Economic activities conducted in the oceans merit special attention, in part because of common property management issues. Until recently, oceans and coastal areas were considered by many to be "final frontiers". However, these frontiers have rapidly changed, and in some cases deteriorated, due in part to the growing number of competing uses of ocean services. This deterioration has been exacerbated by the often slow institutional development that could reinforce and coordinate individual and collective property rights. This has led to an intensification of uses of the oceans and coastal zones, not only for food production, but also as a sink for wastes and as a source of other environmental services. There has also been rapid development of theoretical tools and data sources that allow natural scientists and economists to analyze problems and to propose policy and management solutions.
This special issue of the Canadian Journal of Agricultural Economics, to appear in 2013, will showcase new issues in marine resources economics and management that will likely dominate policy debates for the rest of the 21st century. Examples include fisheries, epidemiology, invasive species, bio-prospecting and biodiversity, aquaculture, sea-ranching, multi-trophic systems, recreational uses of the ocean, protected area management, climate change issues, renewable and non-renewable energy, and water/land management in coastal areas.
The Co-Editors for this special issue are looking for contributions that cover all three of the following important elements: 1) A new or emerging economic issue or problem related to marine resources and coastal zone use; 2) An innovative application of economic theory, broadly defined, including a detailed analysis; 3) A policy or management discussion based upon the findings in the analysis.
The Co-Editors are especially interested in seeing new applications that draw upon the various branches of economics, including institutional/law and economics, spatial economics, evolutionary economics and technological change, macro-economics/general equilibrium, and experimental economics. Contributions that have a strong level of economic analysis but which are jointly produced by economists and natural scientists or engineers are especially welcome. We have no geographical preference, nor any preferences for economic methodology or approach, although we are looking for applied work.
How to participate: Authors should, first, provide an extended abstract, which covers the three elements of interest above. The abstract should include the title, the text and a list of key words, supported by a covering letter with the names of the authors and the principal contact person. The abstract should be presented on two pages (A4 or 8.5x11), single spaced, using a 12 point font. The due date for abstract submission is 1 November 2011; however, we may continue to accept submissions until 1 December 2011 if the selection of submissions warrants it. Please send your abstract by e-mail to cjae@uvic.ca. Full manuscripts are due on 30 April 2012. These papers will be sent out for a full peer review and final acceptance in the special edition will be based upon that review.

L'Association Française des Ingénieurs et Techniciens de l'Environnement
propose à l'intention des dirigeants d'entreprises, des responsables en
environnement de tout secteur public ou privé, un colloque sur l'Analyse
du Cycle de Vie (ACV), qui se tiendra à Paris, à la Maison de la Chimie,
le 17 novembre prochain.
Pourquoi faut-il réinvestir l'ACV ?

L'ACV s'impose aujourd'hui comme un outil d'aide à la décision et permet
de concevoir des produits, des procédés ou des services ayant le moins
d'impacts possibles sur l'environnement.
En organisant ce colloque en partenariat avec le Commissariat Général au
Développement durable (MEDDTL), l'AFITE a souhaité permettre aux
décideurs politiques et économiques et à tous les acteurs concernés, de
faire le point sur le sujet, partager les* témoignages ainsi que les
retours d'expériences (aéronautique, pétrochimie, cosmétique,
automobile...), et diffuser les bonnes pratiques issues de l'application
de l'ACV.*

Chacun des intervenants au colloque est porteur d'une réalité

ISEE is a nonprofit, member-governed organization dedicated to advancing understanding of the relationships between the economy, ecology and society, for the mutual well-being of people and nature. ISEE conferences are transdisciplinary and have been held biennially since 1990. ISEE 2012 has been conceived to dovetail with the Rio+20 UNCSD Earth Summit. The Earth Summit has been charged with developing a road map for international cooperation toward a “Green Economy” and for promoting institutions necessary for sustainable development. ISEE 2012 will address UNCSD themes as well as other key debates within ecological economics and environmental policy. It will promote dialogue with the Summit through a final ministerial panel and the participation of policy makers. The challenge for Ecological Economics at this Summit is to contribute to designing innovative alternatives, to address market and institutional failures, as well as to better understand ecological and economic systems. Common Fisheries Policy
1. The European Commission has invited the fishery sector, NGOs, national administrations, EU institutions and interested members of the public to participate in a discussion on the status of European fish stocks and on management measures to be undertaken under the reformed CFP. The meeting will take place in Brussels, Belgium, on 8 September 2011 and will be chaired by Lowri Evans, Director General of DG MARE. Registration is online via DG MARE website.
2. The EU confirmed that on 7 July 2011 it deposited with the General-Director of the FAO, its instrument of approval of the "Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing". The Agreement obliges signatory states to apply controls regarding activities of vessels not entitled to fly its flag and share information with relevant States, FAO, other international organizations and regional fisheries management organizations.
3. The European Commission upgraded its website information on the implementation of the EU’s IUU Regulation 1005/2008, to include updated handbook, information and technical notes, list of flag state notifications, lists of competent authorities, templates of catch certificates and much more.
4. Following scientific advice indicating that Baltic salmon stocks are outside safe biological limits and at risk of genetic depletion, the European Commission has proposed a multi-annual plan for the sustainable management of this species. This will replace the non-binding management plan established by the International Baltic Sea Fisheries Commission in 1997 which expired in 2010. The plan will phase out the release of salmon in rivers that do not have potential for the re-establishment of self sustaining wild salmon populations, in order to protect the genetic diversity of the wild stocks.
5. The Commission passed a Regulation amending the sampling rules and criteria for the closure of demersal trawl fisheries in the North Sea and Skaggerak, to minimise the catch and discard of juvenile fish.
6. Stop fishing notices were published by the Commission in respect of all Member States pelagic freezer trawlers fishing in the Mauritanian Economic Zone, for French vessels fishing for tusk, Spanish vessels fishing for haddock, and saithe, Dutch vessels fishing for hake, cod, skates and rays, French vessels fishing for cod, Portuguese vessels fishing for blue whiting, and anglerfish, and Irish vessels fishing for blue whiting.
7. The EU and Morocco announced that they have successfully concluded negotiation of a new Protocol to their Fisheries Partnership Agreement, following the expiry of the previous Protocol on 27 February 2011. The new Protocol will provide EU vessels with fishing opportunities in Moroccan waters for 119 vessels (longliners, pole and line, small scale vessels and trawl vessels) plus 60,000 tonnes of small pelagic fish to be caught by industrial vessels. The fishing opportunities were allocated to fleet segments from Spain, Portugal, France, Italy, Germany, Lithuania, Poland, Netherlands, UK, Latvia and Ireland. The parties agreed to apply the new Protocol provisionally until it can be formally ratified.
8. Following the decision by Iceland and Greenland to establish a TAC for the shared stock of capelin of 732,000 tonnes in 2011/12, Greenland has indicated that it will allocate 56,364 tonnes of this to the EU in accordance with the share fixed under the Protocol to the EU-Greenland Fisheries Partnership Agreement. The quota can be fished from 20 June 2011 until 30 April 2012. Of this quota, 7,965 tonnes will be transferred to Norway by the EU, under the terms of the bilateral Fisheries Agreement between these parties.
9. The Commission’s DG MARE has published the 52nd Edition of "Fisheries and Aquaculture in Europe". It includes items on CFP Reform, sustainable fisheries, the Seafood 2011 marketplace, and the celebration of European Maritime Day in Gdansk, Poland.
Fish hygiene
10. Rapid alerts were notified by the Commission in respect of failure to comply with health conditions for 6 consignments of bivalve molluscs, 6 consignments of cephalopods, 3 consignments of crustaceans, and 30 consignments of fish and fish products, including 4 consignments of mussels and clams from Italy, 3 consignments of frozen squid from New Zealand, 4 consignments of smoked salmon, halibut and mackerel from Poland and 3 consignments of mackerel, anchovy and squid from Morocco.
11. Following an investigation by the EFSA the European Commission has amended the maximum levels for polycyclic aromatic hydrocarbons (PAH) in foodstuffs as set out in Regulation (EC) No 1881/2006. EFSA concluded that benzo(a)pyrene alone is not a suitable marker for the occurrence of PAH in food and that a combination of four specific polycyclic aromatic hydrocarbons would provide the most suitable indicators of carcinogenic PAH. The four selected compounds are benzo(a)pyrene, benz(a)anthracene, benzo(b)fluoranthene and chrysene. However a separate maximum level for benzo(a)pyrene is maintained to permit continuity of data (although it may be phased out in future). The limits have been reduced to reflect achievable levels in smoked fish (except for smoked sprats which are allowed a higher limit) and in fresh and smoked bivalve molluscs. There is a transitional period of two years to allow adaptation of processing technologies. For smoked fish, the new limit will be 2.0 µg/kg benzo(a)pyrene after September 2014 (down from 5.0 µg/kg at present).
12. Following the amendment of the parameters to be used assessing the level of polycyclic aromatic hydrocarbons in foodstuffs as set out in Regulation (EC) No 1881/2006, the Commission has passed a regulation amending the methods of sampling and analysis to be used for the official control of the new parameters, as set out in Regulation (EC) No 333/2007. The amendment sets the analytical performance criteria for benz(a)anthracene, benzo(b)fluoranthene and chrysene. New sampling protocols are also specified, and performance criteria are also modified for analysis of lead, cadmium, mercury and inorganic tin.
13. The Commission passed a Regulation amending Regulation (EC) No 2074/2005 and revising the procedures for certification of hygiene conditions by the captain of a freezer vessel flagged by a third country, when fishery products are imported directly into the EU. The amendment follows requests from Member States to establish a model form and standard procedure to be followed. The main effect is that the attestation of the captain is brought into line with the attestation made by the Competent Authority of the third country flag state.
14. The Commission published a list of fishing vessels approved for supply to the EU market, which operate from the parts of Cyprus over which the Government does not exercise full control. Fresh fish must be directly landed from fishing vessels on which catches are kept for less than 24 hours, and which have been inspected by independent experts appointed by the Commission to verify that they operate in compliance with the requirements of EU hygiene regulations.
15. Professor Lees, Director of the EU Reference Laboratory for viral and microbiological contamination of live bivalve molluscs in Weymouth, UK gave a short presentation to a meeting of the Standing Committee on the Food Chain and Animal Health held in Brussels on 21 June 2011 (Section: Biological Safety of the Food Chain) on the validation of alternative methods for E. coli enumeration in bivalve molluscs, with a view to modifying the methods of analysis for official control.

* Motivation: The various economic activities conducted in the oceans have long been regarded by applied economists as meriting special attention, in part because of commons management issues. Until recently, oceans and coastal areas were considered by many to be the “final frontiers,” where seemingly underused margins existed. However, these frontiers have rapidly changed, and in some cases deteriorated, due in part to the growing number of competing uses of ocean services. This has been exacerbated by the often slow institutional development that could reinforce and coordinate individual and collective property rights. This has led to an intensification of uses of the oceans and coastal zones, not only for food production, but also as a sink for wastes, and as a source of other environmental services. There has also been rapid development of theoretical tools and data sources that allow natural scientists and economists to analyze problems and to propose policy and management solutions.
This special volume of the Canadian Journal of Agricultural Economics, to appear in 2013, will showcase new issues in marine resources economics and management, present economic analyses that help us better understand these problems, as well as suggest possible policy and management responses to these problems. Analyzing, understanding, and dealing with these new issues will be just as challenging as dealing with collective use issues in fisheries. Emerging issues are often even related, such as fisheries and aquaculture, having important policy implications that go well beyond either sector. These “second generation” economic issues will likely dominate policy debates for the rest of the 21st century. There are many other examples which can be drawn from fisheries, epidemiology, invasive species, bio-prospecting and biodiversity, aquaculture, sea-ranching, multi-trophic systems, recreational uses of the ocean, protected area management, climate change issues, renewable and non-renewable energy, and water/land management.
The Co-editors for this special issue are looking for contributions that cover all three of the following important elements:
1) A new or emerging economic issue or problem related to marine resources and coastal zone use;
2) An innovative application of economic theory, broadly defined, which includes a detailed analysis;
3) A policy or management discussion based upon the findings in the analysis.
The Co-editors are especially interested in seeing new applications that rigorously draw upon the various branches of economics, including institutional/law and economics, spatial economics, evolutionary economics and technological change, macro-economics/general equilibrium, and experimental economics. Contributions that clearly demonstrate a strong level of economic analysis but which are jointly produced by economists and natural scientists or engineers are especially welcome. We have no geographical preference, and no particular preferences in terms of economic methodology or approach, other than it should be applied.
* How to participate: Authors are expected, first, to provide an extended abstract, which covers the three elements of interest above. The abstract should include the title, the text, and a list of key words, supported by a covering letter with the names of the authors and the principal contact person. The abstract should be presented on two pages (A4 or 8.5x11), single spaced, using a 12 point font. The due date for this submission is November 1, 2011, sent by e-mail to cjae@uvic.ca. Decisions on abstracts will be made by November 15, 2011. Full manuscripts are due on 30 April 2012. These papers will also be sent out for review, and final acceptance in the special edition will be based upon evaluations of the editors and a full peer review.

BiodivERsA Pan-European call for international research proposals on "biodiversity dynamics: developing scenarios, identifying tipping points and improving resilience"
BiodivERsA is a network composed of national organisations funding or managing research programmes on biodiversity across Europe. The objectives of this ERA-Net are to promote the cooperation between funding agencies in the field of biodiversity research and to coordinate research programmes at strategic and management levels to eventually develop and implement joint activities.
This year, the BiodivERsA partners have decided to launch a joint call for research proposals on biodiversity dynamics: developing scenarios, identifying tipping points and improving resilence. The anticipated publication date of the call is 1st November 2011, with a deadline for full proposals in mid-February 2012.

28 September: "Idea poster session"
Students are strongly encouraged to submit a poster (although the poster submission is not necessary to attend the workshop).The poster should be correlated to the main workshop themes and should be focused on what the students are planning to do in the next future rather than on what they have already done. In this poster session students should not presenting their results, but bring their ideas on how to develop own research path.
Poster Abstract guidelines: All abstracts must be in English; the title of the abstract must be in all caps and must not exceed 160 characters. The body of the abstract must adhere to a maximum count of 200 words, exclusive of the title and the author citations. The abstract template is Times New Roman 11 point, single line spacing, and justified. The deadline for abstracts is July 15. Then, all submitters will be notified via e-mail regarding poster guidelines.

29 September: Student panel session "Ocean Acidification vs. social economic cost: working to make a bridge between"
Because of the importance of economic valuation in motivating policy change with regard to climate change issues, there is a clear need to enhance the dialogue between science and economy. Summing up the information learned during the workshop students will try to formulate suggestion to improve the evaluation of economic costs due to the OA human impact. Dialogue and discussion will be stimulated by the presence of experts from both, economy and science fields.
Registration: Students wishing participate at the panel session must register at the workshop reception by 29 September at 11:00 a.m.

Call for Abstracts:
The 19th International Conference on Environmental Indicators will be held on 11-14 of September 2011 at Technion (Israel Institute of Technology), Haifa, Israel. Abstracts are welcomed for all aspects of environmental indicators research relevant to environmental protection, human health and conservation of our globe. The conference program will include, but not limited to anthropogenic pollution, public health, disease, toxicity, ecotoxicity, remediation, biochemistry, molecular biology, biodiversity, chemical analysis, monitoring techniques, and modeling. Aspects specific to Middle East and Mediterranean basin (but also relevant to many other world’s geographical areas) such as water scarcity, pollution, desalination and recycling are welcome.
Conference Venue:
The conference will be held on the Technion Campus in conference halls of Faculty of Civil & Environmental Engineering and Grand Water Research Institute, both located in very high proximity. Haifa is the northern port of Israel, located 80 km from Tel-Aviv and 145 km from Jerusalem. With nearly 1900 rooms and the new Haifa International Exhibition & Convention Center, Haifa offers a picturesque setting for conventions. The city sitting atop the slopes of Mount Carmel overlooks a breathtaking harbor with steeply-terraced urban landscapes, nature reserves, cultivated gardens, and religious sites of historic significance and incomparable beauty. The Bahai Shrine and Gardens on Mount Carmel features a gold-domed shrine to Bab, the religion´s prophet, and extensive lush and meticulously maintained gardens that employ 100 full-time gardeners. The Cave of Elijah is sacred to Jews, Christians and Muslims and is enshrined by a domed chapel with an altar directly overhead. The German Colony, a historic area of town that was designed and built by German Templar Knights in the 19th century, is now home to trendy eateries and cafes. The Haifa National Museum of Science features a variety of interactive displays like the Hall of Mirrors and the Hall of Darkness, where holographic images of the guests are produced on the wall. The Carmel National Park extends from the city into the surrounding mountains and offers a variety of hiking, biking and horseback riding opportunities.

The registration fee is $350 (USD) for regular participants and $ 200 (USD) for students and participants from developing countries, including conference reception and banquet, social drinks, refreshments.
