"Place de l’avis et de l’expertise scientifique dans les décisions de
gestion des ressources halieutiques"

Le poisson est une ressource naturelle renouvelable et mobile qui se
reproduit sans intervention humaine. Les stocks, parties accessibles à
la pêche, constituent un patrimoine commun devant être géré
collectivement. Au niveau européen, cette gestion est effectuée au
travers de la Politique Commune de la Pêche. Créée en 1983, cette
politique a fait l'objet d'une réforme en 2002 dans le but de parvenir à
une pêche durable d'un point de vue biologique, environnemental et
économique. Concernant la gestion des pêches par des mesures de
conservation, 3 grands types de mesures existent : celles visant à
réduire l'effort de pêche, les mesures techniques et les limitations des
captures. Après avoir passé en revue ces différentes mesures, deux
exemples seront pris pour illustrer comment les travaux d'avis et
d'expertise scientifique de l'Ifremer participent à cette gestion des
pêches :
- le cas des Totaux Admissibles de Capture (TAC) et des quotas. Il
s'agira d'expliquer les données nécessaires, l'organisation du travail
scientifique ainsi que la place de cet avis dans le circuit de décision
- le cas de la palourde japonaise sur le bassin d'Arcachon. Il s'agira
principalement de présenter l'organisation d'une campagne d'évaluation
de stock de petits bivalves et les travaux de recherche associés.

L’agriculture est souvent décriée et jugée responsable de la pollution littorale, en raison notamment de l’utilisation d’engrais et de pesticides associée à une production intensive. Il existe pourtant plusieurs formes d’agriculture respectueuses de l’environnement. L’agriculture peut être un véritable outil de gestion de l’environnement en maintenant des milieux ouverts, en limitant l’érosion des sols, en participant à l’esthétique paysagère…

Quelles sont ces formes d’agriculture « durables » ? Quelles sont les conditions de leur utilisation sur le littoral? Sont-elles viables et rentables économiquement ? Les intervenants essayeront de répondre à ces questions ainsi qu'à celles du public. Venez nombreux.

mondiale. Si ce constat est partagé par tous - professionnels,
scientifiques, politiques - les modalités de mise en oeuvre d'une gestion
durable de ces ressources font encore l'objet de nombreux débats.

Vers une approche écosystémique des pêches

*Résumé*

En moins d'un siècle, les pêcheries marines mondiales qui constituent la
dernière industrie exploitant à l?échelle globale des ressources
renouvelables sauvages ont atteint leurs limites écologiques et
économiques. C'est dans un contexte de surexploitation des écosystèmes
et de changement climatique que nos sociétés envisagent aujourd'hui la
viabilité, et dans certains cas la survie, d'une activité d?exploitation
du milieu naturel qui pourrait devenir, une activité marginale voire
récréative. Une chance unique, mais aussi un challenge, s?offrent à nous
dans la mesure où la complexité des écosystèmes (de leur fonctionnement
mais aussi de leur exploitation et de leur conservation) est aujourd'hui
perçue comme indispensable à leur viabilité. Cette approche
écosystémique des pêches est aujourd'hui sollicitée au niveau
international et les réponses en terme d?aménagement des pêcheries
commencent à voir le jour. Intégrer les pêcheries dans les écosystèmes
marins, réconcilier conservation et exploitation restent possible dans
un contexte d?usages de plus en plus diversifiés des ressources marines
mais nécessitera de nombreuses évolutions. Cette conférence permettra de
présenter l?approche écosystémique des pêches et la façon dont certains
pays la mettent en oeuvre de façon pragmatique, en Afrique du Sud par
exemple. Les changements globaux doivent être perçus comme une chance
pour nos sociétés pour repenser notre relation à la Nature.


*** *Philippe Cury *est Directeur de Recherche à l'IRD, Directeur du CRH
(Centre de Recherche Halieutique Méditerranéenne et Tropicale de Sète)
et de l'UMR 212. Il a travaillé dans de nombreux pays africains
(Sénégal, Côte d'Ivoire, Ghana, Afrique du Sud) mais également en
Californie sur les pêcheries marines. Ses travaux en écologie marine lui
ont valu l?obtention de trois grands prix nationaux ou internationaux
(Prix Scientifique National Philip Morris 1991 des Sciences de la vie,
Médaille de la Société d'Océanographie de France 1995 et Médaille
Gilchrist 2002). Il travaille sur l'approche écosystémique des pêches, a
écrit plus de 100 articles dans des revues internationales et vient de
publier en 2008 un livre intitulé /Une mer sans poissons/ chez Calmann-Levy.

Résumé
Recent developments arising form the Millennium Ecosystem Assessment have
highlighted the role that environmental management, including the
preservation of biodiversity can play in human wellbeing.

Professor Mace will begin by reviewing ways that we can measure and track
changes in biodiversity and then ask how useful these measures are for
environmental assessments related to human wellbeing. There are emerging
conceptual frameworks to link biodiversity to the benefits to people that
flow from healthy ecosystems. However they are complicated by many
interactions and feedbacks and by the different relationships across spatial
and temporal scales.

She will outline some new approaches to these linkages and consider ways
that they can be implemented at local to global scales. This analysis
reveals many significant findings for both research and policy which should
form the basis of new, interdisciplinary work in the area.

CALL FOR PAPER

The Centre for Maritime Research (MARE) at the University of Amsterdam announces its fifth biennial conference, People and the Sea V: living with uncertainty and adapting to change'. The conference will take place from July 9-11, 2009, in Amsterdam, the Netherlands.

Since its inception in 2001, the international MARE People and the Sea conference has established itself as one of the leading interdisciplinary forums for debate and learning in the realm of maritime and coastal research and policy. The 2009 conference is the fifth in the series and builds on previous conference outcomes that have clearly placed the capabilities of social sciences on the agenda of wider maritime interests. This conference bridges several debates on coastal change and questions how people, around the globe, are tackling the challenge of living with uncertain futures and adapting, or not, to a myriad of changes.

Five conference themes address the challenges of uncertainty over coastal change across different, but strongly connected sectors.

1. Transformations in fisheries and aquaculture
2. Transformations in coastal and deltaic landscapes
3. Governing under conditions of uncertainty
4. Culture and imaginations of coasts under change
5. Whose needs count in adapting to change?

There will be keynote addresses by:
Professor Fikret Berkes (Canada Research Chair, University of Manitoba)
Professor Alpina Begossi (State University of Campinas, Brazil)
Professor Edmund Penning Rowsell (Middlesex University, UK)

Panels will be 1.5 hours in length and should contain 3-4 paper presentations. All panel proposals and paper abstracts must be submitted electronically along with the conference pre-registration form available at www.marecentre.nl. The deadline for panel proposal and abstract submission is 31 January 2009. The conference committee will communicate its decision with regard to the various submissions by 6 March 2009. Where permitted, all presented papers will be included in the conference proceedings. We will also invite selected authors of full papers to publish in a special issue of the Journal of Maritime Studies (MAST).

The conference fee is €345,-. Up to twenty graduate students who have been accepted for paper presentations will be given a reduced fee of €175. We strive to provide support to participants from developing countries. Please contact Bas Bolman for details on this.

This year, we will also be giving awards for the best paper, best student paper and a special recognition award for best 'popularizer' of the sea.

Cancellation policy:
Once your abstract has been accepted for our conference we expect that you will attend the conference. We therefore request that you register and pay the conference fees before 31 March, 2009. Failure to do so will normally result in removal of your paper from the programme. Refunds are allowed only in exceptional cases. In case you want to withdraw your paper from our conference, we ask you to inform us promptly.

Voluntary Approaches to Environmental Protection

This is a general call for papers to be included in a workshop on the
economics of voluntary approaches to environmental protection. The
workshop is being organized by Charlie Kolstad and Matthew Kotchen and
will be held at the University of California, Santa Barbara on April
24-25, 2009.

The aim to assemble leading scholars with work relevant to international
agreements, voluntary programs, and voluntary actions as they relate to
environmental management. We intend to draw on a diversity of fields
within economics, including environmental, international, industrial
organization, behavioral, and public economics. We envision both
theoretical and empirical contributions.

The workshop will consist of approximately 12 papers to be presented and discussed over a two day period. Travel expenses and a modest honorarium
will be provided for all paper presenters. Presented papers will be a
combination of those selected from submissions and those specifically
invited.

The submission deadline is January 15, 2009, and decisions about
acceptances will be made no later than February 15, 2009. Please send

The inaugural meeting of the Society for Environmental Law and
Economics will be held on March 27 and 28, 2009, at the University of
British Columbia Faculty of Law in Vancouver, Canada.

This will be the first of hopefully many meetings of a community of
environmental scholars interested in working in the intersection of law,
economics, and environmental or natural resource issues. We hope to
attract economists, psychologists and other social scientists who wish
to seriously engage in legal complexities, legal scholars that recognize the value of analytical methods, and environmental scientists that are willing to venture into the policy realm.

In the spirit of collegiality, the meeting will take place in a workshop
format, in which all sessions will be plenary. We encourage all
attendees to try to stay for as much of the workshop as possible, though
of course we understand that travel constraints often make this
difficult. Our goal is to create a program that includes a variety of
disciplinary perspectives, ideally consisting of 20-30 papers over the
two-day period. Further announcements will be forthcoming regarding
housing arrangements.

There will not be funding available for travel or lodging expenses, but
the UBC Faculty of Law will provide for food and drink during the workshop.
